Criticism of the use of women in advertising by a website in Iran

Was it taboo to use the image of Iranian women in advertising? There are only a few images of Iranian women in advertisements. European models were used for commercial photography in Iran during the Pahlavi Era. It's obvious that cosmetic and product manufacturers supplied the magazines with the images for free to promote the brands. However, one can see European models promoting domestic products such as cars and TVs too. Iranian models would never appear in lingerie and swimwear ads. That was the red-line before the revolution. Today, you can see Iranian fashion models in the Facebook and Instagram websites of fashion designers based in Iran. However, they appear fully covered (neck isn't visible) because of the strict dress code imposed by the government. Magazines in Iran often just show the dress without the model to be on the safe side. Here is an example.
